Does the Address Lookup determine whether I can vote?

No. It identifies the Electoral Assignment associated with a Civic Address. It does not determine voter eligibility or registration.

Does the Address Lookup store my address?

No. The browser sends searches directly to the City of Winnipeg address service, and this site does not store the entered or selected address.
